In Garden of Tranquillity, Queen Ellamaria of Varrock seeks help designing a garden. The quest involves first enchanting the Ring of Charos by answering the Wise Old Man's questions. Using the activated Ring of Charos(a), you must persuade six different NPCs across Gielinor (Elstan near Falador, Lyra near Port Phasmatys, Kragen near Ardougne, Dantaera in Catherby, Brother Althric in Edgeville Monastery, Bernald in Burthorpe) to provide unique seeds by completing tasks for them, often involving growing other plants first (Marigolds, Onions, Cabbages). You'll also retrieve a White Tree cutting from Ice Mountain. Additionally, you must transport statues of a king from Lumbridge and Saradomin from Falador back to Varrock using a trolley. Finally, you plant all the obtained seeds and the sapling in the Queen's garden, wait for them to grow, and present the finished garden to King Roald.

What items are needed to START?

You need the Ring of charos (from Creature of Fenkenstrain), standard farming tools (Rake, Seed dibber, Spade, Secateurs, Watering can, Gardening trowel), 2 Plant cures, Hammer, Rune/Pure essence, Pestle and mortar, a filled Plant pot, and 2 units of Compost/Supercompost/Ultracompost (bucket doesn't work for this specific step). Specific seeds (Marigold, Onion, Cabbage) are also required for planting tasks.

How do I activate the Ring of Charos?

Take the ring (only one!) to the Wise Old Man in Draynor Village. Answer his 7 questions correctly (mostly involves choosing the 'charming' or slightly silly/agreeable option). He will return the activated Ring of Charos(a).
